A Hard Drive does not have a fan.
Repost your question with the correct issue.

perk2u is correct, there is not fan on a hard drive. But the drive could be the source of your loud noise anyway.
IF you have an older machine that could have a drive that uses a voice coil style pickup for the disk heads, they can be very noisy when active.
Or the bearings in your drive may be starting to fail, and making noise when the disk spins at high speed while seeking a file.
A more likely cause of noise is either a dirty or failing fan on the power suply or CPU. Either can be replaced with a new fan or Power supply, or you can try cleaning them to see if that helps.
Almost forgot, you may also have a fan on the video card if you have a high power card, it to could be failing or dirty.

“Hmmmmmmmmmm hard drives don’t have fans? As far as I know they do! I have an external H/D and it most certainly has a fan if not then why does it say on the box extra quiet fan!”
Listen, internal computer hard drives do NOT have any integrated fans whatsoever. The most obvious reason for this is because they are meant to be installed within a case with built-in airflow solutions.
External computer hard drive may indeed come with fans since they otherwise would not have adequate airflow; however, the OP didn’t specify which type she had.

    1st Hardrives don’t have fans…
2nd I would open up the case (1st Power off the PC & unplug it) and blow out any dust or junk inside the case (with Air-in -a-can)…
Pay attention to the fans aswell and blow them off…
If after this the sound is still loud…Let us know and well go from there….

So now that you know that hard drives dont have fans, but you do know somethings loud I suggest finding out whats making the noise and changing it before it causes a problem.

Hmmmmmmmmmm hard drives don’t have fans? As far as I know they do! I have an external H/D and it most certainly has a fan if not then why does it say on the box extra quiet fan! H/D fans will get noisy with time but you can try taking the side off your computer and using some sort of air blower to blow the dust out, if your vacuum cleaner has a blow function that will do the trick but be very careful not to get too close to the components and damage something by knocking it with the nozzle.

It’s your processor chip fan. Try opening up your computer and cleaning out the fan. Sometimes dust gets in there and makes it really loud. Or you can replace it with a new quieter fan.

I have an HP Pavilion Elite PC, which has a bay for inserting what HP calls a Personal Media Drive, and this drive has a fan built into the case. This fan has become very noisy. I tried to solve the problem by spraying in a small amount of WD-40. This fixed the problem, but only for a short time. After a few days the noise returned. So now I just have to live with it when it is in use. When I am not backing up to this drive, I remove it, so that is my workaround.
(Note: my backups run on an automatic schedule. So to make sure that I insert the drive in time for the backups, I have a daily reminder in my Outlook calendar.)
